Canada’s temporary permanent residence pathways for eligible Hong Kong residents are reaching their final intake deadline. Immigration, Refugees and Citizenship Canada (IRCC) confirmed on August 28, 2026 that new applications will stop being accepted after August 31, 2026. Applications received on or before the deadline will continue to be processed.
The closure affects the two Hong Kong permanent residence streams introduced in 2021: one for eligible in-Canada graduates and another for people with qualifying Canadian work experience. The end of intake does not cancel applications already in IRCC’s inventory, and a separate open work permit measure remains available to some pathway applicants while they wait for a permanent residence decision.
August 31 Is the Last Day for New Applications
IRCC’s latest notice is clear: the public policy remains open only until August 31, 2026. Anyone who intends to apply must meet the pathway requirements and submit a complete application according to the current instructions before the program closes to new intake.
Submitting before the deadline does not mean the application will be approved. IRCC will continue to assess eligibility, admissibility and documentation after intake closes.
The two pathways
- Stream A: for eligible Hong Kong residents with qualifying recent Canadian post-secondary education.
- Stream B: for eligible Hong Kong residents with qualifying Canadian work experience.

How Many Applications Has IRCC Received?
IRCC’s August 28 notice provides an updated picture of demand. As of June 30, 2026, the department had received approximately 30,315 applications representing 48,560 people under the public policy.

Those numbers help explain why processing will continue after the intake deadline. Closing a program to new applications does not clear the existing inventory immediately.
What Happens to Applications Submitted Before the Deadline?
IRCC says it will continue processing applications received on or before August 31. Applicants should therefore keep their contact information current, monitor their IRCC account and respond to document requests within the time provided.
An application can still be refused after the pathway closes if the applicant does not meet the rules or cannot satisfy an immigration requirement. The deadline protects access to the intake process; it does not create an automatic entitlement to permanent residence.
Open Work Permits Can Help Some Applicants Maintain Status
A separate public policy that took effect on May 27, 2024 allows certain Hong Kong pathway applicants to apply for an open work permit while their permanent residence application is being processed. IRCC says this measure will remain in place until May 2029.
The purpose is to help eligible applicants continue living and working in Canada during lengthy PR processing. The open work permit has its own eligibility rules, and applicants should not assume that merely having a pending PR application automatically grants work authorization.
A pending permanent residence application also does not automatically extend a study permit, visitor record or other temporary status. Applicants should monitor their expiry dates and use the extension or work-permit route that actually applies to them.

Core Eligibility Is Different for Stream A and Stream B
Both streams require an eligible Hong Kong SAR or British National (Overseas) passport, physical presence in Canada when applying and when permanent residence is granted, valid temporary resident status, an intention to live outside Quebec, and approved English or French test results at CLB/NCLC 5 in all four abilities.
Stream A is built around recent Canadian education. IRCC requires graduation from a Canadian post-secondary designated learning institution within the three years before applying, with the credential and program meeting the current Stream A rules.
Stream B is based on Canadian work experience. IRCC currently requires at least 1,560 hours of qualifying Canadian work in the three years before applying and at least one year holding a Canadian work permit. Hours worked as a full-time student, while self-employed, outside Canada, on leave or while unemployed do not count toward the required total.
These criteria are especially important in the final days of intake because applicants cannot switch a weak Stream A case into Stream B simply by showing some Canadian employment, or vice versa. The exact stream requirements should be checked on IRCC’s current eligibility page before submission.
Who Should Act Before August 31?
The immediate deadline matters most to people who already appear to fit Stream A or Stream B but have not yet submitted. At this stage, the priority should be accuracy and completeness rather than rushing an application that does not meet the published criteria.
Before filing, an applicant should confirm:
- that they qualify under the correct stream;
- that the required Canadian education or work experience meets the pathway definition;
- that identity and status documents are valid and correctly uploaded;
- that family information is complete where family members are included;
- that required forms are current versions; and
- that the application is actually transmitted before the public policy closes.
Graduates and Workers Should Not Mix the Two Streams
The existence of two pathways sometimes causes confusion. A person should apply under the stream that matches their qualifying basis. Canadian education and Canadian work experience are not interchangeable simply because both can be helpful in other immigration programs.
IRCC’s page separates Stream A and Stream B because each has its own eligibility framework. Applicants should follow the checklist for their selected stream rather than borrowing documents or assumptions from the other one.
Does the Closure Affect Other Canadian Immigration Programs?
No. The August 31 deadline applies to these temporary Hong Kong public-policy pathways. It does not close Express Entry, provincial nominee programs, family sponsorship or other permanent residence programs.

Final Checklist for Applicants
- Read the current IRCC eligibility page for Stream A or Stream B.
- Use the current application forms and document checklist.
- Make sure required Canadian education or work evidence is complete.
- Verify passport, status and family documents.
- Submit before the August 31, 2026 intake closure, but do not send an inaccurate or knowingly incomplete application simply to beat the deadline.
- Save confirmation that the application was transmitted.
- Continue monitoring temporary status separately after submission.
Family Members Included in an Application Are Part of the Inventory
IRCC’s statistics count both applications and the people represented in them because a permanent residence file can include eligible accompanying family members. Applicants should therefore make sure family information remains accurate after submission.
If there is a material change after filing—such as a marriage, divorce, birth of a child or change in contact information—the applicant should follow IRCC’s instructions for updating the file. Failing to disclose relevant family information can create serious immigration problems later.
