The three-year scholarship is open to eligible doctoral students in the humanities and social sciences and can provide an annual stipend of up to $50,000 plus an annual research, networking and travel allowance of up to $20,000.

What the scholarship provides
The Foundation says the scholarship includes:
- an annual stipend of up to $50,000 for three years to help cover tuition and living expenses;
- an annual allowance of up to $20,000 for three years for research, networking and travel connected with the doctoral project and Foundation programming;
- membership in the Foundation’s community of Scholars, Mentors and Fellows; and
- lifelong access to an alumni network of more than 500 people.
The scholarship therefore has a potential annual support structure of up to $70,000, although the stipend component can be adjusted when a Scholar receives funding from other organizations.
Who can apply in 2027?
The doctoral scholarship is intended exclusively for doctoral students. For the 2027 competition, applicants must be in the first or second year of their doctoral program at the time of application.
The research must be broadly connected with the humanities or social sciences and align with at least one of the Foundation’s Four Foundational Themes.
International students can apply
The Foundation confirms that international students are eligible if they are enrolled in a doctoral program at a Canadian university.
Canadian students can pursue their doctorate either in Canada or abroad and may still qualify if they meet the rest of the scholarship criteria.
For international doctoral students, scholarship eligibility does not replace Canadian study permit requirements. Immigration status and scholarship selection remain separate processes.

The scholarship focuses on humanities and social sciences
Applicants should not assume that every PhD program is eligible. The Foundation requires doctoral research to be broadly related to the humanities and social sciences.
The proposed work must also connect to at least one of the Four Foundational Themes:
- Human Rights and Dignity;
- Responsible Citizenship;
- Canada and the World; and
- People and their Natural Environment.
Interdisciplinary research may still fit if it has a substantial humanities or social-sciences dimension and a meaningful connection to one or more themes.
Step 1: Eligibility verification
The first stage opens September 1. Applicants complete a short form that allows the Foundation to verify whether they meet the formal scholarship criteria.

Step 2: Full application

Three references are required

Academic performance is important but not the only factor
The Foundation says applicants must demonstrate outstanding academic achievement and a high level of intellectual ability. Transcripts and recommendation letters form part of that assessment.

You do not need to be bilingual
Applicants do not need to be fluent in both English and French. The Foundation says candidates must be able to communicate effectively in either French or English.
The application itself can be completed in either language, but the applicant should use one language consistently for the form.
Can Scholars hold other awards?
Yes, but the Pierre Elliott Trudeau Foundation adjusts the scholarship stipend based on funding received from other organizations, universities or institutions.
The Foundation says all Scholars still receive the annual $20,000 research, travel and networking allowance, and each Scholar receives at least $25,000 from the annual stipend even when other funding is present.
Applicants should disclose external funding accurately rather than assuming the awards can simply be added together at full value.
Can Scholars work while receiving the award?
The Foundation says Scholars may work part-time for up to 20 hours per week while continuing to receive the full scholarship benefits. Examples include research assistant, teaching assistant, lecturer or other part-time academic roles.
